The East District Center was launched in 1993 as a community-based public service delivery system.

East District Center was established to mobilize the community creating a partnership that would give residents a defined role within a community action plan. The process of creating the action plan gave residents an opportunity to prioritize needs and provide input into how the programs and services would be structured and delivered to improve both the human and physical condition of the community.

About the East District Center

The East District Center is a decentralized services center that serves as the management arm for the East District. This involves overseeing all service delivery, operations, and facility maintenance matters in the Center. East District Center provides support for the development and implementation of outcome based community programs and services.

The mission is to improve the quality of life for the East District's 30,000 residents. To implement that mission, East District Center serves as a catalyst for coordinating resources and partnerships that promote economic development and a healthy environment, as well as civic capacity, and community empowerment.

East District Center administers the Healthy Families Richmond which is a nationally accredited intensive in home, family case-management program serving young mothers from prenatal stage until child is three years old. Program goals are to enhance and improve family function, promote positive parent-child relationships and provide healthy childhood growth and development.

Finally, East District Center manages a Community Response Program that directly addresses any and all customers request for services within 48 hours by inputting requests into the city tracking system within 24 hours of receipt and tracking the progress of the responsible agency to ensure that request is completed in a timely manner.

All East District Center functions are essential and have been developed by staff with input from the community to address current community needs.

Early Childhood Development Initiative

Ensuring Richmond children ages 0 - 5 are Healthy, Well Cared for and Enter School Ready to Succeed.

Children that enter kindergarten with the social, emotional and cognitive skills needed for success are more likely to do well in school and in life. Learning begins before children enter school and research tells us that positive experiences in the earliest years of life are critical for establishing a strong foundation for school and life success.

Parents are often not aware of the impact the early years play on their children's development or simply don't know where to turn for help with parenting issues.

Healthy Families Richmond

Family Case Management Model is a family-focused, strength-based and holistic service delivery system. It represents a new and inclusive way of serving the residents of the East District. All members of the household are assisted even when only one person is experiencing problems. Non-involved or marginally involved fathers are particularly encouraged to participate in his child's family's life and challenges. Priority for services is given to East End families who are:

  • First time prenatal parents and first time parents whose infants whose infants are 3 months or less.
  • Parents whose children are high risk for out-of-home placements.
  • Parents whose children are returning from out-of-home placements within 90 days.
  • Parents whose children are multiple offenders and they are before the courts.
  • Non-custodial parents, especially fathers, who are not involved or marginally involved with their children.

Office of Community Wealth Building

The Office of Community Wealth Building (OCWB) has three primary goals:

  • Increase living-wage employment by Richmond Residents.
  • Support youth and families from early childhood to young adulthood to develop their capacities to the fullest and facilitate upward social mobility.
  • Improve the quality-of-life in low income communities through housing policy.

Department of Public Utilities

The customer service division handles customer accounts, service inquiries, and field services for 144,000 customers in the utility's service area. High-tech information systems, modern equipment, and ongoing training programs provide a level of high-quality customer service.

Customers are provided assistance with questions about their bill, their account, or their utility service in general.

Linwood Robinson Center

The Department of Parks, Recreation and Community Facilities operates the Linwood Robinson Center for senior citizen fellowship and recreation.

Richmond Community Action Program (RCAP)

RCAP operates four neighborhood centers; Central (Jackson Ward), East End, Highland Park and South Richmond. The staff assists neighbors with emergency food, energy and rental assistance as well as assisting unemployed neighbors to secure job training and employment. Each neighborhood center has a community based advisory council.

Additional services are provided through the Senior Centers, the Food Buying Club ($15 units monthly) and Project Discovery, a dropout prevention program.

Virginia Cooperative Extension

This State service enables people to improve their lives through an educational process that uses scientific knowledge focuses on issues and needs. All programs are open to everyone. Main program areas are:

  • 4-H Youth Development
