Christie Chipps Peters, Director

Christie Peters Christie Chipps Peters joined RACC in 2013 becoming the first Director of RACC as an independent city department. Christie grew up in Chagrin Falls, Ohio earning a B.A. from Bowling Green State University and Masters in Business/Nonprofit Management from Case Western Reserve University. Working in fundraising for alumni relations led her to Virginia in 2005, and a Development Director position at the Heritage Humane Society opened up the world of animal welfare. Armed with a fundraising background and a deep commitment to animals in need, Christie was promoted to the Director position at the Heritage Humane Society in 2006, then served as Director at the Portsmouth Humane Society in 2009, where she initiated and completed a multi-million dollar capital campaign for a new shelter.

The challenge to improve shelter operations and save animals lives led her to Richmond where she reduced the number of animals being euthanized by 40% in one year. Christie is working very hard to change the old stigma of animal control and bring new light to the progressive programs now in place in the City of Richmond. Christie loves living in Richmond and shares her home with her husband, son and 5 rescue dogs.

Rob Leinberger, Animal Control Supervisor

Rob Leinberger Rob Leinberger joined the RACC team in January of 2016 as the Animal Control Supervisor. He has an amazing girlfriend, two children, a dog, a cockatiel, a bearded dragon, and a red-footed tortoise at home. Rob is an Eagle Scout and worked as a veterinary assistant during high school. In December 1991, he became an Animal Control Officer for Chesterfield County, serving as the Assistant Supervisor of the Animal Services Unit since November 2008.

He helps teach an animal control basic course at the Crater Criminal Justice Training Academy for new animal control officers in the region. Rob has an Associate’s Degree in Police Science and a Bachelor’s Degree in Human Resource Management. In 2011, he completed a Master’s Degree in Human Resource Management at the University of Richmond. In October 2009, he was elected to the board of directors for the Virginia Animal Control Association and is the past president. Rob also served on the board of directors for the National Animal Care & Control Association from 2012 – 2019, serving as Vice-President and President during his time.

Robin Young, Volunteer/Foster Outreach Coordinator

Robin Young Robin joined Richmond Animal Care & Control in May 2015 as Outreach Coordinator. She oversees the volunteer and foster programs, adoption and special events and assists with media outreach. Prior to joining RACC, Robin was the Volunteer/Foster Coordinator at the Martinsville-Henry County SPCA after serving many years as a loyal volunteer. Before following her passion for animals, she worked as a production coordinator in the sports television industry for over twenty years, mainly in the Washington DC/Baltimore markets. Robin is a native of Martinsville, VA and is a graduate of Guilford College in Greensboro, NC.

Christy Hemsworth, Placement Coordinator

Christy Hemsworth Christy Hemsworth joined the Richmond Animal Care and Control family during the summer of 2002 when she was coerced to be a volunteer. Five years later she left her position with a chemical company to become the shelter’s Placement Coordinator. She is grateful for the career opportunity to couple her love of animals with her desire to find them loving homes. She also values the relationships developed between RACC and the partner rescue groups that pull from the organization.

Christy and her husband, Michael, were married in 2000 and have two wonderful sons. She and her family live with a menagerie of dogs, cats, fish and reptiles.

Victoria Hall, Intake Coordinator

Victoria Hall Victoria has had a love for animals since she was young. At the age of fourteen, she started volunteering at the local animal shelter. From there, she worked at various kennels, daycares and training facilities, gaining experience and knowledge in the field. She attended the University of Mary Washington and obtained a Bachelor of Science in Psychological Sciences with a focus in Animal Behavior in 2015. Victoria and her boyfriend have three dogs of their own.

Brent Carson, Licensing Coordinator

Brent Carson Brent has always had an affinity for animals and a desire to help, so it was a natural choice for him to go into the animal welfare field. He joined the team at RACC in January of 2012 as a Kennel Assistant, and then became the Intake and Redemption Coordinator in the summer of 2014. With a Bachelor’s Degree in Sociology from Virginia Commonwealth University, Brent assists citizens and animals with open mindedness and understanding.

As a native of Richmond, Brent loves the city for its culture and diversity. In his spare time, he likes to run, mountain bike, and rock climb within the James River Park System. More than anything, he enjoys hanging out and taking it easy with his girlfriend, two dogs, and cat.

Katelyn Steffener, Special Projects Coordinator

Katelyn Steffener Katelyn is a born and raised Floridian who joined Richmond Animal Care and Control in 2014 as a Kennel tech and took over the licensing coordinator position in 2016. She started her career in Texas as an animal control officer in 2012. She graduated with a Bachelors degree in Business Management & Organizational Leadership from St. Petersburg College. Her hobbies include adventuring, going anywhere there's water, fostering, and spending time with her husband Mark, Pit Bull Pita, Golden Retriever mix Ellie, Terrier mix M-rap, and her paralyzed Dachshund mix Chacha whom are all rescue animals.

Fallon Blankenship, Shelter Supevisor

Fallon Blankenship Fallon is a Richmond native who was raised in Myrtle Beach, South Carolina, but couldn’t help but return to the City in her adult years. Fallon joined the Richmond Animal Care and Control family as the Shelter Supervisor in November 2017, after working at Fan Veterinary Clinic for 12 years. Fallon’s love for saving animals drastically grew when she rescued one of her dogs just a month before she joined the RACC team, and she now devotes her professional time to helping Richmond’s homeless animals by combining both her veterinary experience and passion for saving lives.

Fallon attended Winthrop University, and now resides in Ashland with her husband, daughter, two dogs Huck & Bama, and cat Pickles. She loves the beach, traveling, spending time with family and friends, and watching Richmond Flying Squirrels baseball games.
